Terms & Conditions

Effective date: 1 October 2026 · Last updated: 1 October 2026

1. About HCC

These Terms and Conditions apply to cleaning and associated services provided by:

HARC Cleaning Contractors Ltd Trading as HCC Cleaning Contractors Company number: 13968830 Registered office: 124 City Road, London EC1V 2NX Email: enquiries@hcc-ltd.com Telephone: 020 8087 0076

These Terms apply to both business customers and private residential customers.

Nothing in these Terms affects any statutory rights that cannot legally be excluded.

2. Services and Scope of Work

HCC provides commercial, residential and specialist cleaning services, including office cleaning, communal cleaning, end-of-tenancy cleaning, deep cleaning, carpet and upholstery cleaning, window cleaning, construction cleaning and jet washing.

The exact service will be set out in the relevant quotation, proposal, cleaning specification, booking confirmation or service agreement.

Any work outside the agreed scope may be charged separately.

Where a separate signed contract, proposal or cleaning specification conflicts with these Terms, the more specific written agreement will take priority.

3. Quotations and Pricing

Quotations are normally valid for 30 days.

Quotes are based on the information provided to HCC, including property size, condition, cleaning requirements, photographs, access arrangements and any site survey completed.

If the site, condition or work required is materially different from what was originally described, HCC may revise the quotation or charge for additional work.

For business customers, prices are exclusive of VAT unless stated otherwise.

Private customers will be given the total price payable, including VAT where applicable, before confirming a booking.

Our minimum charge for one-off commercial work is £100 plus VAT, unless otherwise agreed.

Parking, congestion charges, ULEZ charges, permits, specialist access equipment and similar site-specific costs may be charged additionally where applicable.

4. Deposits

HCC may request a deposit for one-off, specialist or higher-value work.

Any deposit paid will be deducted from the final invoice.

Where a booking is cancelled, any deposit retained will be taken into account when calculating any cancellation charge so that HCC does not recover more than is reasonable.

5. Cancellations and Rescheduling

Unless a separate contract states otherwise, our normal cancellation charges are:

  • more than 24 hours' notice — no cancellation charge
  • less than 24 hours' notice — 30% of the booked service value
  • same-day cancellation — 50% of the booked service value

For private residential customers, any cancellation charge will be limited to an amount that is fair and reasonably reflects HCC's loss.

Private customers may also have statutory cancellation rights where a service is booked online, by telephone or away from HCC's premises.

Where a customer asks HCC to begin work during any applicable statutory cancellation period, HCC may charge for services already provided if the customer later cancels.

6. Failure to Provide Access

The customer is responsible for ensuring HCC can access the premises at the agreed time.

If our team attends but cannot gain access because of incorrect keys, codes, access instructions, nobody being present or another issue within the customer's control, HCC may charge 50% of the booked service value.

Any additional parking, security, locksmith or call-out costs reasonably incurred may also be charged.

7. Keys, Alarm Codes and Access Information

Where required, customers may provide HCC with keys, alarm codes, door-entry codes, key-safe information or other access instructions.

HCC will take reasonable steps to keep this information secure and restrict access to staff or contractors who require it to provide the service.

Customers must tell us promptly if keys, alarm codes or access arrangements change.

If HCC incurs costs because incorrect access information has been provided or updated information has not been supplied, those reasonable costs may be passed to the customer.

8. Customer Responsibilities

Customers must provide a safe and reasonably accessible working environment.

Unless otherwise agreed, the customer is responsible for providing:

  • electricity
  • hot and cold water
  • reasonable access to sinks and water points
  • safe access to all areas included in the clean, and
  • accurate information about the property and any site hazards

Customers must tell HCC before work starts about any relevant risks, including asbestos, hazardous chemicals, unsafe electrical equipment, biohazards, needles, pest infestation, hazardous mould or construction risks.

If conditions are unsafe or materially different from those described, HCC may stop work, revise the quotation or refuse to continue until the issue has been resolved.

9. Cleaning Products, Equipment and Furniture

Unless otherwise agreed, HCC will provide the cleaning products and equipment reasonably required for the service.

Customers must tell us in advance about delicate, specialist, high-value or fragile surfaces and provide manufacturer cleaning instructions where appropriate.

HCC is not required to move heavy furniture, appliances, filing cabinets, specialist equipment or other items that cannot reasonably and safely be moved by our cleaning team unless this has been agreed in advance.

Customers should secure confidential documents, cash, jewellery, valuable belongings and sensitive equipment.

Where desks or surfaces cannot safely be cleaned because they are covered by paperwork or personal items, those areas may be left untouched.

10. Waste

Routine commercial cleaning includes ordinary office waste where this forms part of the agreed specification.

Unless specifically agreed and priced separately, HCC does not remove:

  • sanitary waste
  • hazardous or clinical waste
  • construction waste
  • bulky items
  • electrical waste
  • furniture, or
  • excessive volumes of rubbish

11. Cleaning Limitations and Pre-Existing Conditions

HCC will carry out its services with reasonable care and skill.

However, cleaning cannot always restore surfaces or items to an as-new condition.

Unless specifically guaranteed in writing, HCC cannot guarantee removal of:

  • permanent stains
  • historic limescale
  • mould within silicone or sealant
  • worn or stained grout
  • scratches
  • corrosion
  • discolouration
  • burns
  • worn flooring
  • aged or damaged coatings
  • permanent marks, or
  • other defects caused by age, wear or previous damage

HCC is not responsible for pre-existing damage or deterioration.

Specialist services such as carpet cleaning, upholstery cleaning, window cleaning, jet washing and construction cleaning are also subject to the condition of the material, previous treatments, staining and other factors outside HCC's reasonable control.

12. Complaints and Rectification

If a customer believes an agreed area has not been cleaned to the required standard, they should notify HCC within 24 hours of the service, where reasonably possible.

The customer should provide details of the issue and photographs where appropriate.

Where HCC accepts that an area within the agreed specification requires further work, HCC must normally be given the first reasonable opportunity to return and rectify the issue.

If the issue cannot reasonably be resolved by reattendance, any refund, credit or price reduction will be considered case by case.

This complaints process does not remove any statutory rights held by private customers.

13. Damage

Any alleged damage caused by HCC should be reported within 24 hours of discovery, where reasonably practicable, together with photographs and relevant details.

HCC must be given a reasonable opportunity to inspect and investigate the issue before repair, replacement or compensation is agreed.

Where HCC is responsible for damage, we may arrange an appropriate repair, replacement, insurance claim or other reasonable remedy.

Failure to report within 24 hours will not remove any legal right where prompt reporting was not reasonably possible.

14. Liability

Nothing in these Terms excludes liability where it would be unlawful to do so, including liability for death or personal injury caused by negligence, fraud or fraudulent misrepresentation.

Business Customers

Subject to the above, HCC's total liability arising from any one event or connected series of events will not exceed £2,000,000.

HCC currently maintains public liability insurance of £2 million.

To the extent permitted by law, HCC will not be liable to business customers for indirect or consequential loss, loss of profit, revenue, business, contracts, opportunity or goodwill.

Private Customers

Nothing in these Terms limits the statutory rights of private customers.

HCC remains responsible for foreseeable loss or damage caused by our breach of contract or failure to use reasonable care and skill.

15. Staff and Subcontractors

HCC may use employees, workers, contractors and subcontractors to provide its services.

HCC remains responsible for managing the service agreed with the customer.

Business customers must not knowingly approach or directly employ an HCC cleaner introduced through HCC for substantially similar cleaning work during the contract or for six months after that operative last worked at the customer's site, without HCC's prior written agreement.

This does not prevent an individual from independently responding to a genuine public recruitment campaign.

16. Payment Terms

Unless otherwise agreed in writing, invoices are payable within 30 days of the invoice date.

Customers should raise any genuine invoice query promptly.

HCC may suspend ongoing services where invoices remain overdue after reasonable notice.

For business customers, HCC reserves the right to charge statutory late-payment interest, fixed recovery compensation and any other recovery costs permitted by law.

17. Price Increases

For regular cleaning contracts, HCC may review prices to reflect changes in wages, statutory employment costs, cleaning products, transport, inflation, service requirements or other operating costs.

Unless otherwise agreed, HCC will give at least 30 days' written notice of any price increase affecting an ongoing service.

18. Ending an Ongoing Contract

Unless a separate signed contract states otherwise, either HCC or a business customer may end an ongoing cleaning contract by giving 30 days' written notice.

HCC may suspend or terminate services earlier where there is:

  • significant or repeated non-payment
  • serious breach of contract
  • unsafe working conditions
  • repeated failure to provide access
  • abusive, threatening or inappropriate behaviour towards HCC staff
  • unlawful activity, or
  • another serious issue making continuation unreasonable

Where appropriate, HCC will normally give the customer an opportunity to correct the issue before terminating the service.

Any amounts already due remain payable after termination.

19. Events Outside Our Control

HCC will not be responsible for delays or failure to provide a service where this is caused by circumstances genuinely outside our reasonable control.

These may include severe weather, major transport disruption, building closure, fire, flood, power failure, government restrictions or other emergencies.

Where possible, HCC will notify the customer and rearrange the affected service.

Customers will not be charged for a service permanently cancelled by HCC where no service has been provided, except for work already completed or costs properly incurred.

20. Data Protection

HCC processes personal information in accordance with applicable UK data protection law.

Details of how we collect, use, store and protect personal information are contained in our Privacy Policy.

21. Changes to These Terms

HCC may update these Terms from time to time.

For one-off bookings, the Terms in force when the booking is confirmed will apply.

For ongoing contracts, HCC will give reasonable notice of any material change affecting the customer's rights or obligations.

22. Governing Law

These Terms are governed by the laws of England and Wales.

For business customers, the courts of England and Wales will have jurisdiction over disputes.

Private customers retain any mandatory legal rights relating to where proceedings may be brought.
